This is how this article feels. You’d expect something like:

– Now users are required to X, to increase safety
– They are no longer required to Y, to increase personal freedom

You say the code of conduct ‘… details our expectations for users, and provides details into what is unacceptable behavior as well as instructions on how to report such behavior. ‘ That’s true for most codes of conduct and was probable true for your previous one. Have expectations changed? Are there new unacceptable behaviors? Previous behaviors that’s were unacceptable but are now permitted?
